Job Description
Support the Dugas EHSQ Manager in setting up and strengthening the Process Safety Management system. Handle process safety training, audits, records, and performance reports in line with GEHS, Dugas, and industry standards. Lead process safety and risk programs in line with ENOC’s EHSQ and Operational Excellence goals, ensuring safe design, operations, and regulatory compliance. Conduct incident reviews, root cause analysis, and awareness sessions, and put preventive actions in place to reduce process safety risks across all project stages.
Key Responsibilities
- Create and maintain the Process Safety Management framework for Dugas in line with ENOC requirements
- Set up and track process safety KPIs and performance reports
- Align Dugas PSM, EHS systems, and Emergency Response Plans with ENOC standards
- Lead and deliver safety training programs covering PSM, risk assessment, JSA, PHA, MOC, emergency response, and incident investigation
- Act as the main contact for process safety and operational risk matters for Dugas
- Lead or support HAZOP studies, SIL, FRA, EERA, facility siting, PSSR, and management of change activities
- Investigate process and industrial incidents and complete root cause analysis using TapRooT
- Develop and manage audit tracking systems and ensure timely closure of findings
- Review project designs from early stages through commissioning to ensure safety and regulatory compliance
- Carry out mechanical and technical integrity audits and barrier verification
- Maintain fire pre-plans, support drills, and take part in emergency exercises
- Work closely with operations, maintenance, projects, and leadership to manage risks and address high-risk issues
- Support continuous improvement of process safety standards, procedures, and assurance plans
- Monitor process safety risks across operations and projects and escalate concerns when required
- Represent Dugas in external forums and share industry best practices
- Support implementation of process safety requirements in capital projects
Skill & Experience
- Bachelor’s degree in Mechanical, Chemical, or Electrical/Instrumentation Engineering
- At least 20 years of experience in the petroleum industry, including a minimum of 10 years leading and maintaining process safety and risk management programs
- Strong background in oil and gas plant operations and/or process engineering
- Professional certifications or diplomas in EHSQ, Process Safety, or Risk Management
- Proven ability to lead, influence, and drive process safety and operational excellence initiatives
- Solid knowledge of international EHSQ, health and safety, and process safety standards and practices
- Experience developing safety policies, procedures, specifications, and standards
- Strong communication, presentation, and facilitation skills for engaging internal and external stakeholders
- Excellent command of written and spoken English
- Strong analytical, problem-solving, and negotiation skills
- Ability to manage change and influence teams at all organizational levels
- Proficient in MS Office tools including Excel, Word, PowerPoint, and project management software
- Good understanding of global process safety standards and industry practices
- Ability to review and interpret process safety documentation and oversee SCE acceptance testing
